The Healthcare Commission was set up under the Health and Social Care (Community Health & Standards) Act 2003 to promote improvement in the quality of health and healthcare. In April 2004, the Healthcare Commission took over responsibility for regulating and inspecting the independent healthcare sector, which was previously the responsibility of the National Care Standards Commission (NCSC). The Healthcare Commission promotes improvement in the quality of the NHS and independent healthcare. They assess the performance of healthcare organisations, award annual performance ratings and coordinate reviews of healthcare by others.
